Default Balance Shafts ?

I've searched and haven't found a clear answer. I want to know if I can upgrade my bottom end and keep my balance shafts. I'm familiar with the debate over reliability and so forth and have my own reasons for wanting to keep them. For different rods and pistons can the balance shafts be rebalanced for the new bottom end or is it even necessary? The balance shafts are not there for the bottom end I do realize but do they lose just part of their effectiveness with a different bottom end or do they make the car feel like it's coming apart if not spot on with the lower assembly?
